He was born in Istanbul in 1967. He completed primary and secondary schools in Istanbul. He was graduated from Istanbul University State Conservatory in 1989. He attended to various universities in the United States of America from 1990 to 1991 as an observor and educator on jazz and composition.He returned back to Turkey in 1992. In same year, he won the first prize with his own composition in Kusadasi Altin Güvercin Song Contest that is organised every year. He has started to work with important musicians of Turkey such as Selmi Andak, Bugra Ugur from 1993 and has signed under many projects with them. He has been awarded many degrees in numerous contests and festivals.

He worked as the teacher of Western Music in MSM (Müjdat Gezen Art Center) for a short time in 1994. He has been a member of "International Federation Of Festival Organizations" (FIDOF) in same year, with head office in the U.S.A. Between 1995- 1997, he worked as Special Marketing Manager in Sony Music Turkey and he has been the producer of many albums within this company. From 1997,he has mostly worked on jingles and on leaving from his duty in Sony Music Turkey, he has established his company JingleART. Since this date, he has produced many jingles, soundtracks, soapoperas and documentary music, which have been popular.

He has joined the MSG group (The Group of Musical Works Owners) as a founder, which is one - and the newest and the best - of the two professional associations on copyrights in Turkey in 1999. Bilge is still one of the fundamental members of MSG with status of compositor and arranger. Besides his activities in JingleART, in 2000 Bilge has started his position in one of the best independent record companies in Turkey, NR1 Music, as Assistant General Manager and manager. He has been going on his active works in Bilge NR1 Music and his private activities, as well.
